The difference
Mer: more of an amount. Mer kaffe (more coffee).
Flere: more countable things. Flere kopper (more cups).
In flere kopper kaffe, you count cups, not coffee. This is the next step after mye and mange. These examples cover quantities before nouns; mer also has other uses.
