The difference
Hjem: where to? Jeg går hjem (I am walking home).
Hjemme: where? Jeg jobber hjemme (I work at home).
Movement alone does not decide it: Jeg danser hjemme (I dance at home) uses hjemme because home is the location, not the destination.
